On May 1, 2025, U.S. President Donald Trump removed National Security Adviser Mike Waltz from his position, marking the first significant shake-up in his administration since returning to office in January. Secretary of State Marco Rubio has been appointed as the interim national security adviser, making him the first individual since Henry Kissinger in the 1970s to hold both roles simultaneously.

President Trump announced the change via social media, expressing his intention to nominate Waltz as the next U.S. ambassador to the United Nations and commending his dedication to national interests.

Waltz’s departure follows internal criticism over his involvement in a March 2025 scandal concerning the use of the Signal messaging app among top national security aides, which raised concerns about the handling of sensitive information. Additionally, Waltz’s deputy, Alex Wong, an Asia expert and former State Department official, is also stepping down.

The national security adviser role is a powerful position that does not require Senate confirmation. The appointment of Rubio to this dual role underscores the administration’s approach to consolidating foreign policy and national security leadership.
